The City would like to advise all residents, businesses and visitors in the Strand area that the second phase of the Strand Seawall project is currently underway and expanding further east. The traffic management plan, therefore, needs to be expanded to accommodate these works and will take effect from Monday, 9 February 2026. The anticipated project completion date remains the end of 2026, with the intention to open some sections on the western side of the works by June 2026, if all goes as planned.
As of Monday, 9 February 2026, the traffic management of Strand Beach Road between Van Ryneveld Road and the R44 at the Greenways intersection will apply as follows:
- Beach Road will temporarily become a one-way with north-flowing traffic (towards Cape Town) between the intersection of Hofmeyer Road/Beach Road and the Beach Road/Van Ryneveld Road intersection
- South-bound vehicles (towards Gordons Bay) travelling on Beach Road will be required to turn left at Van Ryneveld Road, whereafter vehicles can reach the southern end of Beach Road via Hofmeyer Street or Gordons Bay Drive
- Vehicles travelling northbound on Beach Road will do so adjacent to the road works and will remain on Beach Road
- Vehicles wishing to exit the southern area of Beach Road can do so via Haarlem Street
- One lane closure (south-bound lane) on Beach Road will be implemented from Haarlem Street (opposite Greenways entrance) to Van Ryneveld Street
- All other internal roads in the area will remain unaffected and directionality, as they are, for residents to find their way
Road users are advised that Beach Road will be closed during construction material deliveries or crane operations; temporary signage will be implemented during this time. Traffic will be diverted to the Haarlem Street intersection, and flag personnel will be in position to ensure that the traffic is directed in the right direction, and pedestrians will be diverted to the opposite walkway.
The City will ensure that effective signage, traffic cones, barricades and delineators are used to guide vehicles and pedestrians. Additionally, netting will be installed on the beachside where works are taking place to ensure the safety of pedestrians.
Pedestrian beach access to the seaside of the works will be provided and indicated where applicable.
“Our team will be implementing this updated traffic management plan to ensure the safe and efficient management of traffic. With this phase, temporary road closures will be required due to heavy construction machinery when construction material is being delivered or when there are crane operations. I kindly ask that residents and businesses please remain patient as we push through to complete this exciting project. I thank the public for their understanding so far,” said the City’s Deputy Mayor and Mayoral Committee Member for Spatial Planning and Environment, Alderman Eddie Andrews.
